Since 1999, Hc energia had managed technical documentation of area
networks using a system that became obsolete because it no longer
addressed 50 percent of Hc energia’s needs due to issues with information
management system interferences. In response, Hc energia developed the
Archivo Técnico electrónico―(Ar Te), the electronic Technical Archive―using
project Wise lifecycle Server (now called eB Data Quality manager).
The $270,000 solution took four months to implement applications for
configuration/change management, requirements/compliance management,
document control/records management, and engineering maintenance. The
data quality software met 85 percent of the company’s functional requirements,
including collaborative document management for internal departments, and
provided connectivity with engineering resource planning systems.
To improve customer interfaces, stakeholder perceptions, and workforce
efficiencies, the Sandia national laboratories Technical Area V (TA-V)
management team undertook a $2.5 million TA-V Transformation project.
The project integrated quality assurance into each of 14 program areas to
ensure that the more than 5,000 requirements applicable to TA-V are defined,
accounted for, deployed, and implemented.

The resulting TA-V Information management program initiated use of eB
Insight for configuration management and change control. Approximately 2,500
documents and drawings were moved from various sources into eB Insight
and organized into document classes and types. The program allowed TA-V to
identify regulatory requirements, define operational processes, assure quality,
and eliminate regulatory non-compliance audit findings.
