Seongnam City’s Prediction Administrative System
Seongnam, South Korea, implemented a $2 million Prediction Administrative
System to improve management of city spaces and services for more than 1
million residents. The city converted from a system based on 2D maps to a
system that uses 3D city models, with administrative information linked to
the models.
To express 3D topography, the project team used a LiDAR remote-sensing
system to collect topographic data, digital aerial photography, and a digital
photogrammetric workstation. Using MicroStation’s 3D modeling tools, the
team accurately created complex building structures and streetscapes. Bentley
technology allowed the project team to complete the modeling in one third less
time than expected, reducing the total project time by 15 percent.

and the public with reliable and legally sound information necessary for
decision making, investment planning, and urban planning and design. This
includes data related to existing land-use patterns, town planning regulations,
ongoing urban and architectural projects, and urban land values.
This urban cadastre enables the city to achieve sustainability and transparency
in urban development. The system is processed using MicroStation and
delivered by means of a web publisher through the service’s new web site.
A cadastral report can be provided within one week upon request of any
organization or citizen. Access to this information prevents large-scale city-planning errors and invites public discussion of city-planning projects.
